PORTLAND — November 5, 2026.
The City Council adopted emergency Ordinance 192249, establishing an $8 hourly rate for designated paid spaces where Eliot’s Zone V overlaps the Lloyd Event District.
The remaining event district retains its $5.40 rate. Zone V permit holders are exempt from the event charge.
The measure responds to parking demand associated with Rose Quarter events. Check posted boundaries, hours and rates before parking: this is not a citywide increase.
