The City of Portland says the current-year Community Opportunities and Enhancements Program will receive $600,000 more, bringing its allocation to $950,000. The city says the added funding is for pre-apprenticeship programs serving Portlanders who face barriers to employment and are pursuing construction work.

The City of Portland says the council approved its fiscal 2026–27 Fall Technical Adjustment Ordinance, which makes changes across 69 city funds.

The city says about $1.06 billion previously recorded as contingency will be labeled “Reserved for Future Expenditure,” with no change to the amount of money available to Portland. A separate ordinance created a Business License Tax Revenue Stabilization Reserve, targeted at 15% of projected annual tax revenue—about $32.5 million for 2026–27. The fall budget update adds $2.5 million toward that target, the city says.
