Two ships were hit by drones off Bulgaria’s Black Sea coast, and one sank, Bulgarian Prime Minister Rumen Radev said. The Ukrainian-owned Chelsea-3 was struck 18 nautical miles from Byala; all 15 people aboard were rescued, the BBC reported.

After the second vessel sank, 11 crew members were missing and one sailor had been rescued, according to local officials cited by the BBC. Euronews reported that Bulgaria’s presidency identified the ship as HS Dignity, a cargo vessel flying the Guinea-Bissau flag and bound for Braila, Romania.

Radev said there was no conclusive evidence showing who was responsible, the BBC reported. The Russian ambassador had been summoned, according to the same report.
