Vancouver City Manager Lon Pluckhahn has submitted a proposed 2027–28 biennial budget after the city says it closed a projected $30 million funding gap.

The proposal was delivered to the Vancouver City Council on October 1.

City officials say departments spent more than six months reviewing priorities, existing spending and long-term financial policies to balance the budget.

Among the changes were revisions to financial policies, new approaches to debt planning and reductions or pauses in contributions to some reserve funds.

The city says the proposal protects core services while preparing for continued population growth and future infrastructure needs.

The recommended budget now moves through the City Council review process before final adoption.
